I had first formulated this proposal a couple weeks ago and am eager to push it forward further. The crucial steps there would be the removal of ALL foreign military bases from the Gulf and the establishment of a regionwide organization (littoral states only) for cooperation, trust-building, and monitoring of agreements. Sort of like the OSCE of blessed memory-- but NO outside powers included as members...
I would very much welcome reactions, comments, suggestions for strengthening the proposal...
